This fixes bugs:

• Lockup caused when people close their own threads using the built in commands
• Fixes bug that causes initial post restrictions to not be run
• Fixes bug where the latest message in a forum being deleted causes the loop to fail
• Fixes bug where the mark command fails due to case issues

This adds new features:

• A /forum reopen command, to reopen closed threads on any status
• A feature to auto close threads if the initial message is deleted
• A feature to auto close threads if the OP leaves
